CCB Activates Typhoon Emergency Plan, Deploys 120 Teams and Enables Online Loan Renewals
China Construction Bank activated its flood and typhoon emergency response as Typhoon No. 13 "White Dolphin" struck the Yangtze River Delta and central China in 2026, causing urban waterlogging in many areas. The bank's Shanghai branch formed more than 120 Party member emergency teams to reinforce branches, while branches in Hubei, Jiangsu and Zhejiang implemented flood-control measures and assisted affected communities. CCB also guided small-business borrowers through its Huidongni app to complete online loan renewals without principal repayment, providing working capital for post-disaster recovery through its digital inclusive finance system.
Typhoon No. 13 "White Dolphin" of 2026 struck the Yangtze River Delta and several provinces in central China, causing urban waterlogging in many areas. China Construction Bank (CCB) activated its flood and typhoon emergency response plan and launched financial services to support disaster relief.
Following weather authority warnings, CCB branches implemented heavy-rain flood-control measures. At the Xiangyang branch in Hubei, outlet managers inspected key areas including outdoor drainage and storefront signage, and maintained 24-hour duty rosters. The Changjiang sub-branch in Rugao, Jiangsu, stacked sandbags at entrance doors and low windows and reinforced doors and windows. The Shanghai branch formed more than 120 Party member emergency teams that worked overnight to reinforce doors and windows and clear drainage networks. The "Laborers' Harbor" rest areas at all outlets in the city were opened simultaneously, offering residents hot water, phone charging and shelter from the rain.
The day before the typhoon made landfall, a customer manager at the Li'ao sub-branch in Ouhai, Wenzhou, Zhejiang, visited an 80-year-old resident living alone, bringing emergency supplies including flashlights and candles. The manager sealed leaking window gaps, cleared the balcony drain outlet and left contact details. During the peak of the storm, the manager called the elderly resident to confirm their safety. After the typhoon passed, the financial services team at the Xinqiao sub-branch in Ouhai, Wenzhou, responded to a neighborhood committee call and joined post-disaster road cleanup efforts, moving billboards torn down by the gale and sweeping away broken branches, mud and standing water to restore traffic on the streets.
In response to damage to goods held by individual businesses after the disaster, CCB provided financial services through its Huidongni app. A clothing retailer in Daxi town, Wenling, Taizhou, Zhejiang, saw seasonal inventory destroyed by flooding in the store, and a personal business loan was approaching maturity. The Party member emergency team at the Wenling sub-branch in Taizhou visited the retailer, explained the online loan renewal policy without principal repayment, and guided the merchant to submit an application through the Huidongni app. Relying on the digital inclusive finance system, the review and disbursement were completed entirely online, achieving a seamless loan renewal and providing working capital for post-disaster resumption of operations.
