China Extends Consumer Loan Interest Subsidy to End-2026; CCB Disburses Over 720 Billion RMB
China has extended its consumer loan interest subsidy policy to the end of 2026. As a lead lender, China Construction Bank had disbursed over 720 billion yuan in new consumer loans by end-July 2026, with subsidies exceeding 2 billion yuan benefiting nearly 6.9 million customers. The policy now covers credit card instalments and has removed spending caps.
On August 12, 2025, the official fiscal subsidy policy for personal consumer loans was announced. As one of the first designated banks, China Construction Bank (CCB) implemented the policy by revising internal rules, optimising procedures, upgrading systems, and ensuring service delivery. As of end-July 2026, CCB's outstanding personal consumer loans and credit card instalment balances exceeded 900 billion yuan. During 2026, new loan disbursements surpassed 720 billion yuan, with total subsidies exceeding 2 billion yuan, benefiting nearly 6.9 million customers.
CCB promoted the subsidy policy and service tips through mobile banking and branch channels, targeting different customer groups and consumption scenarios to ensure eligible customers received the subsidy. The subsidy agreement was embedded into the personal loan application process, allowing new customers to sign online with one click, while existing customers did not need to re-sign, achieving a "seamless" subsidy experience. In Dongguan, Guangdong, Mr. Cai applied for a loan of over 100,000 yuan to buy home appliances. The system automatically identified the transaction as qualifying for the subsidy the day after purchase, saving him more than 1,000 yuan in annual interest. In Nanjing, Jiangsu, Mr. Xun bought furniture worth over 40,000 yuan, uploaded his invoice via mobile banking, passed manual review the same day, and received the subsidy.
In January 2026, the Ministry of Finance, the People's Bank of China, and the National Financial Regulatory Administration issued a notice optimising the consumer loan fiscal subsidy policy. It extended the policy period to December 31, 2026, removed the original consumption category restrictions, included credit card instalments in the subsidy scope, and eliminated the previous multi-tier subsidy caps. CCB then adjusted its business rules, upgraded system functions, and updated service prompts to ensure the optimised policy took effect. In Shanghai, Ms. Chen spent over 200,000 yuan on home appliances and furniture using a credit card, applied for a 12-month instalment repayment, and saved more than 1,000 yuan in interest under the subsidy policy.
