Dongguan Rural Commercial Bank to Appoint Xie Dan as President, First Female President Since Restructuring

Dongguan Rural Commercial Bank has proposed appointing Xie Dan as president, making her the first female president since the bank's 2009 restructuring. Xie, 52, previously served as deputy director of the Dongguan Finance Bureau. She will succeed Fu Qiang, who resigned due to regulatory term limits. As of end-March 2026, the bank's assets stood at RMB807.78 billion, up from RMB408.16 billion at end-2018. The bank listed on the Hong Kong Stock Exchange in September 2021. Several other Guangdong banks have also appointed female leaders.

Xie Dan, 52, joined the Dongguan branch of Guangdong Development Bank in July 1997, where she held positions including deputy director of the international business department and general manager of the trade finance department. In early 2010, she moved into the local administrative system, working successively at the Dongguan Humen Port Management Committee, the Humen Port Housing and Planning Construction Bureau, Shatin Town, the Dongguan Port (Binhaiwan New Area) Management Committee, and the Dongcheng Sub-district Office. In November 2020, she became a member of the Party Leadership Group and deputy director of the Dongguan Municipal Finance Bureau, until her transfer in July 2026 to Dongguan Rural Commercial Bank as a member of the Party Committee and deputy secretary. She will become the bank's first female president since its restructuring in 2009.

Former president Fu Qiang resigned due to regulatory provisions on term limits for key bank positions, stepping down as executive director and president. Fu Qiang had a long career in the Guangdong branch of the People's Bank of China, including serving as president of the Zhaoqing Central Sub-branch and head of the Payment and Settlement Department of the Guangzhou Branch. He joined Dongguan Rural Commercial Bank in November 2018 and concurrently served as executive director and president from July 2019. As of end-March 2026, the bank's total assets reached RMB807.78 billion, up from RMB408.16 billion at end-2018. The bank listed on the Main Board of the Hong Kong Stock Exchange in September 2021. In early 2022, management authority was transferred from the provincial association to the Dongguan municipal government, which also entrusted the bank to assist in managing Puning Rural Commercial Bank.

Several banks in Guangdong have appointed female presidents. Guangzhou Rural Commercial Bank appointed Deng Xiaoyun as president in November 2023, with her qualification approved in November 2024. At Guangdong Huaxing Bank, former president Zhi Meiqin resigned in early August, with Meng Yi acting as president. At Guangdong Nanyue Bank, Xu Rubin was transferred to the role of Party secretary in early 2025, and her chairman qualification was approved in June 2025. Among listed banks, Changsha Bank Chairman Zhang Man and Jiangxi Bank Chairman Zeng Hui are also female leaders.
