Former Discipline Inspection Chief of Harbin Electric Group Expelled from Party for Graft, Suspected Bribery

The Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission (NSC) have placed Yang Hongyong, former member of the Party Standing Committee and discipline inspection chief of Harbin Electric Group Co. , Ltd. , and former supervisory commissioner of the NSC stationed at the group, under investigation for serious disciplinary and legal violations.

Investigation found that Yang Hongyong used his authority and influence to seek personal gain, violated the central eight-point rule on improving conduct by accepting banquets and travel arrangements in violation of rules, used public funds for dining, and improperly split up overseas delegation trips and extended their duration. He lacked organizational discipline, failed to report his whereabouts as required, and improperly sought benefits for others in cadre selection and staff recruitment. He lost his integrity bottom line, accepted gifts and money in violation of rules, engaged in business operations in violation of rules, and used his influence to benefit his relatives. He failed to properly perform his duties, interfered in the business activities of the enterprise where he worked, committed disciplinary violations while holding disciplinary enforcement duties, and broke the law while holding legal enforcement duties. He used his position to seek benefits for others in project contracting and promotions, and illegally accepted huge amounts of property. Yang Hongyong seriously violated the Party's political discipline, organizational discipline, integrity discipline, and work discipline, constituting serious duty-related violations and suspected crimes of bribery and using influence to accept bribes.

In accordance with the Regulations on Disciplinary Punishment of the Communist Party of China, the Supervision Law of the People's Republic of China, and the Law on Administrative Punishments for Public Officials, the CCDI Standing Committee, after review and with approval from the CPC Central Committee, decided to expel Yang Hongyong from the Party, cancel his benefits in accordance with regulations, confiscate his disciplinary and illegal gains, and transfer his suspected criminal issues to the procuratorate for review and prosecution, along with the involved assets.
