Hua Xia Bank Fuzhou Branch Fined RMB 2.15 Million for Multiple Violations

Fujian financial regulators fined Hua Xia Bank's Fuzhou branch RMB 2.15 million on September 1, 2026, for multiple compliance failures, including improper lending for fixed-asset projects, inadequate pre-loan due diligence and post-loan management, and weak staff conduct controls. Four individuals received warnings and fines totaling RMB 250,000, while three others were issued warnings.

On September 1, 2026, the Fujian Financial Regulatory Bureau published administrative penalty information involving Hua Xia Bank Co. , Ltd. Fuzhou Branch and related responsible individuals. The penalty notice identified the following violations: extending working capital loans for fixed-asset projects in breach of regulations; inadequate pre-loan due diligence and deficient post-loan management for working capital loans; inadequate pre-loan due diligence and deficient post-loan management for export bill purchase business; inadequate pre-loan due diligence for individual primary-home mortgage loans; and deficient staff conduct management.

In response to these violations, the Fujian Financial Regulatory Bureau imposed a fine of RMB 2.15 million on Hua Xia Bank Fuzhou Branch. Chen Xiuyan was issued a warning and fined RMB 100,000; He Mingxing was issued a warning and fined RMB 50,000; Lin Xiaojun was issued a warning and fined RMB 50,000; Liu Xiangxiao was issued a warning and fined RMB 50,000. Lin Yandong, Liu Zixuan, and Lin Xiaoxin each received warnings.
