Juhua Co. Achieves 10,000-Tonne Ultra-Pure PFA Breakthrough, Scales Data Center Coolant
Juhua Co. has completed a 10,000-tonne-scale ultra-pure PFA process with total impurity content of 2PPT, lower than the 5PPT of mainstream imported products. The company also achieved scaled supply of data center immersion cooling fluid and breakthroughs in multiple semiconductor-grade high-purity fluoropolymers. This breaks the near-total import dependence for 12-inch wafer fabs, where 100% of high-purity fluorine materials were previously imported. In May 2026, a state-owned enterprise reform plan was issued to concentrate capital in strategic areas like new materials.
Juhua Co. originated from the Quzhou Fertilizer Plant, built with assistance in 1958. In the 1970s, it expanded from a single fertilizer business into general chemicals, and in the 1990s, it fully deployed a complete fluorochemical industrial chain. The company has built a unique closed-loop industrial chain in China: fluorite-hydrofluoric acid-basic fluorine products-high-end fluoropolymers.
In 2025, Juhua Co. completed a 10,000-tonne-scale ultra-pure PFA full-process technology breakthrough. Ultra-pure PFA is a strategic material indispensable for advanced semiconductor manufacturing, covering wafer wet cleaning, etching, and chemical storage and transportation. The total impurity content of the product is stably controlled at 2 parts per trillion (PPT), outperforming the approximately 5 PPT of overseas mainstream competing products. The company has established a four-tier verification system: internal testing, third-party authoritative testing, equipment manufacturer compatibility verification, and wafer fab mass production testing. The full-cycle verification period is two to three years, and the testing standards exceed the SEMI international standards for high-purity semiconductor materials.
In 2020, Juhua Co. launched its first data center immersion cooling fluid (perfluoropolyether), which has now achieved scaled batch supply. The company also simultaneously achieved breakthroughs in semiconductor-grade high-purity products such as PTFE, FEP, PVDF, and ECTFE, as well as high-end fluororubber series.
In earlier years, the high-purity fluorine materials required for domestic 12-inch wafer fabs were 100% dependent on imports, with ultra-pure PFA monopolized by two international giants. Overseas companies operated an annual lock-in order model, requiring purchases to be booked 12 to 18 months in advance, with very little spot market circulation. Imported FFKM fluororubber O-rings, weighing only a few grams, could cost thousands of yuan. The annual domestic supply of foreign-brand raw rubber was only 600 to 700 kilograms, priced at 60,000 yuan per kilogram, while the same product was sold to neighboring countries for just 15,000 yuan per kilogram.
In May 2026, the Plan for Further Deepening the Reform of State-Owned Assets and Enterprises (2026-2029) was formally issued, promoting the concentration of state-owned capital in new materials and key national security areas. As the only provincial-level state-owned enterprise in Zhejiang that has achieved a full-spectrum fluorochemical chain and an integrated closed loop from mineral resources to terminal semiconductor materials, Juhua Co. has built a complete industrial chain closed loop of fluorite, basic fluorine products, and electronic fluorine materials.
