Microsoft Eases Windows 11 Smart App Control Activation, No Clean Install Needed

Microsoft has relaxed the activation requirements for Windows 11's Smart App Control, allowing users to enable the feature without a clean system installation. Introduced in Windows 11 22H2, the feature uses cloud intelligence and code-signing information to block untrusted or potentially malicious software before it runs, reducing background scanning and improving performance on low-end devices. Users can now toggle the feature via Settings, though enabling it still requires a system reset or reinstall with optional diagnostic data enabled.

Microsoft has relaxed the activation requirements for the Smart App Control feature in Windows 11, so users no longer need to perform a clean installation of the system to enable it. The feature, introduced in Windows 11 22H2, relies on Microsoft's cloud intelligence and code-signing information to assess applications before they run, thereby blocking untrusted or potentially risky malware.

The feature has a positive impact on system performance. Unlike traditional antivirus software, Smart App Control intercepts malicious programs before they execute, eliminating the need for continuous background scanning of active files. This significantly reduces the computing burden, especially on entry-level devices or computers with weaker processors, delivering noticeable performance gains.

Previously, the feature could only be enabled on a freshly installed Windows 11 system, and users could not activate it directly on an existing installation. Starting with documentation updates in early 2026, Microsoft has gradually pushed changes through Windows 11 updates, and users can now turn the feature on or off without completely wiping the disk for a clean install. Users can find the new toggle under Settings > Windows Security > App & browser control > Smart App Control.

Although a clean installation via external media is no longer mandatory, users still need to perform a "Reset PC" or reinstall Windows through the system when enabling the feature, and they must select "Send optional diagnostic data" during the setup process. Microsoft states that the feature helps improve overall system performance.
