Zhongtai Chemical Unit Tianyu Coal Fined RMB317,590 for Flue Gas Emission Breaches
Zhongtai Chemical's controlled subsidiary Xinjiang Tianyu Coal Chemical Group has been fined RMB317,590 for environmental violations after its power station boiler flue gas exceeded permitted sulfur dioxide and nitrogen oxide emission limits. The penalty, imposed under Article 99, Item 2 of the Air Pollution Prevention and Control Law, was disclosed by regulators on July 14, 2026. Monitoring data showed sulfur dioxide exceeded limits for 58 hours and nitrogen oxide for 45 hours across several days in April 2026.
Zhongtai Chemical's controlled subsidiary Xinjiang Tianyu Coal Chemical Group Co. , Ltd. has received an administrative penalty for environmental violations, fined RMB317,590. The penalty was imposed under Article 99, Item 2 of the Air Pollution Prevention and Control Law of the People's Republic of China, with the penalty information disclosed by the relevant regulatory authority on July 14, 2026.
According to the administrative penalty decision, between April 4 and April 6, and on April 8, April 12 and April 17, 2026, the power station boiler flue gas discharge outlet of Tianyu Coal Chemical recorded sulfur dioxide and nitrogen oxide data exceeding permitted limits. On April 22, 2026, inspectors from the Turpan Municipal Ecology and Environment Bureau conducted an on-site investigation and found that, based on automatic monitoring data at the discharge outlet, sulfur dioxide levels exceeded the national emission permit limits for 52 hours between 19:00 on April 4 and 22:00 on April 6, for 4 hours between 18:00 and 21:00 on April 8, for 1 hour at 3:00 on April 12, and for 1 hour at 22:00 on April 17. Nitrogen oxide levels exceeded the national emission permit limits for 45 hours between 20:00 on April 4 and 16:00 on April 6.
Under the pollutant discharge permit held by Tianyu Coal Chemical, the power station boiler flue gas discharge outlet, numbered DA011, has a particulate matter emission limit of 20 milligrams per cubic metre, a sulfur dioxide emission limit of 50 milligrams per cubic metre, and a nitrogen oxide emission limit of 200 milligrams per cubic metre. The online monitoring equipment passed completion acceptance on February 27, 2022, and passed the online monitoring dynamic control upgrade acceptance on March 1, 2026.
Zhongtai Chemical is principally engaged in the production and sale of polyvinyl chloride resin and ion-exchange membrane caustic soda, as well as the production and sale of viscose fibre and yarn.
