Beijing Transport Commission Issues New Rules to Regulate Shared E-Bikes, Requiring Registration and Helmets

In August 2026, the Beijing Municipal Transport Commission issued the revised Measures for the Supervision and Administration of Internet Rental Bicycle Operation Services in Beijing (Trial), deleting the restrictive provision that "internet rental electric vehicles will not be developed" and formally bringing shared electric bicycles into the scope of regulation. This adjustment means that shared electric bicycles have shifted from a previously prohibited status to standardized management.

The new measures impose multiple specific requirements on the operation of shared electric bicycles. Vehicles must be registered and licensed, and equipped with helmets. Charging sites must be under 24-hour surveillance, and batteries must undergo periodic random inspections. Vehicle deployment is subject to a filing system, and operators are required to dispatch maintenance personnel promptly during peak hours to prevent disorderly parking.

Previously, after shared electric bicycles were launched in some cities, problems such as disorderly vehicle deployment, charging safety hazards, and long-term neglect of abandoned vehicles emerged. The new measures address these issues with corresponding management provisions, aiming to ensure operational order and public safety through institutional constraints.
