China Approves New National Manufacturing Innovation Center for Construction Machinery in Two Cities

China's Ministry of Industry and Information Technology has approved the establishment of a national manufacturing innovation center for high-end construction machinery, jointly built by Changsha and Xuzhou. The center is co-founded by two entities, with the Changsha construction machinery cluster's scale exceeding 250 billion yuan in 2025, growing 8% year-on-year. This marks the first time a national center is shared between two cities.

The high-end construction machinery national manufacturing innovation center has recently received approval from the Ministry of Industry and Information Technology, being jointly built by Changsha in Hunan Province and Xuzhou in Jiangsu Province. The center is co-established by Hunan Guozhong Zhilian Construction Machinery Research Institute Co. , Ltd. and Jiangsu Huizhi High-End Construction Machinery Innovation Center Co. Hunan Guozhong Zhilian is led by the Changsha government, uniting 14 units including five global top-50 construction machinery manufacturers—Sany, Zoomlion, CRCC, Sunward, and Sinoboom—along with core supporting enterprises. Jiangsu Huizhi focuses on new energy drive systems, digital hydraulic systems, and intelligent control systems for complex working conditions, having independently developed several core components.

Xuzhou is a long-established construction machinery hub, with XCMG entering the field as early as 1957. In 2010, the China Machinery Industry Federation awarded Xuzhou the title "Capital of Chinese Construction Machinery." In 2025, the scale of Changsha's construction machinery cluster exceeded 250 billion yuan, an 8% year-on-year increase, with five leading companies maintaining positions among the global top-50 construction machinery manufacturers for four consecutive years.

The "Key Work Points for Promoting Changsha-Zhuzhou-Xiangtan Integration in 2024," issued in June 2024, explicitly supported the joint creation of a national manufacturing innovation center for construction machinery by Changsha and Xuzhou. Subsequently, the industrial and informatization departments of Hunan and Jiangsu provinces reached initial consensus on the joint creation after consultations. By the end of 2024, Jiangsu Huizhi and Hunan Guozhong Zhilian formally signed a joint creation cooperation agreement.

The national manufacturing innovation center follows the principle of "only one center per subsector," with previously approved centers mostly dominated by a single city. This is the first instance of a "two-city joint construction" in the construction machinery sector. Currently, both Changsha and Xuzhou have clearly set the goal of building world-class construction machinery industry clusters.
