MIIT Drafts Spatiotemporal Terminal Action Plan for 2026 Release; 2025 Satellite Navigation Output Hits RMB
China's Ministry of Industry and Information Technology (MIIT) is preparing an action plan to boost spatiotemporal information terminal supply and applications, targeting a 2026 release. In 2025, the country's satellite navigation industry generated RMB 629 billion in output, up 9.24% year on year. Domestic Beidou-compatible chip shipments reached nearly 2.6 billion units, and over 98% of smartphones support Beidou positioning. The plan follows a proposal to grow the industry beyond RMB 1 trillion within five years.
On August 24, MIIT's General Office and Department of Electronic Information convened a media roundtable in Beijing on the scale-up of Beidou applications, presenting phased achievements. The Beidou satellite navigation system is a key national space information infrastructure. In recent years, the Beidou industry has advanced steadily through innovation, with progress in large-scale deployment across mass consumer, industrial manufacturing, and integrated innovation sectors.
By the end of 2025, cumulative shipments of domestically produced Beidou-compatible chips and modules had approached 2.6 billion units, while the total social stock of various Beidou-enabled terminal products exceeded 2.2 billion units/sets. Smartphones supporting Beidou positioning accounted for over 98% of domestic devices. In 2025, the overall output value of China's satellite navigation industry reached RMB 629 billion, up 9.24% year on year. The installed base of Beidou terminal equipment in key industries approached 40 million units/sets, with a comprehensive application penetration rate of about 90% in sectors such as transportation, public security, and smart agriculture, where applications continue to deepen.
Wearable devices supporting Beidou positioning exceeded 160 million units, and over 100 million passenger vehicles were equipped with Beidou vehicle-mounted positioning devices. Pilot programs in 39 cities achieved results in livelihood mobility, urban governance, and industrial upgrading, generating a set of replicable and scalable case studies. The number of current and effective national, industry, and special standards related to Beidou exceeded 210, covering technology R&D, product manufacturing, testing and evaluation, and industry applications. Domestic enterprises and institutions in the Beidou spatiotemporal field surpassed 20,000, with cumulative Beidou-related invention patents exceeding 18,000.
MIIT has drafted the Action Plan on Strengthening Supply-Demand Adaptation of Spatiotemporal Information Terminals and Promoting Integrated Applications, which has completed internal and external consultation and is scheduled for issuance and implementation in 2026. The plan targets both the manufacturing side and the user end, strengthening supply assurance and promoting synergy and integration. MIIT will launch the second batch of city pilot programs in due course, continuing to deepen pilot cultivation and expand the breadth and depth of Beidou applications. The 15th Five-Year Plan calls for strengthening innovative applications of the Beidou system, and in March 2026, relevant ministries proposed driving the Beidou industry to exceed RMB 1 trillion in scale within five years.
