China Issues 15th Five-Year Plan for Civil Explosives Safety, Sets 7 Tasks and 5 Actions

The Ministry of Industry and Information Technology has recently issued the 15th Five-Year Plan for Safe Development of the Civil Explosives Industry, setting out arrangements for the sector during the 15th Five-Year Plan period. The plan is structured in three parts: overall requirements, key tasks, and organizational safeguards. The key tasks section comprises seven items covering the improvement of safety development standards, stimulation of innovation momentum, acceleration of digital and intelligent transformation, enhancement of effective supply capacity, improvement of industry governance efficiency, promotion of green and open development, and cultivation of a quality civil explosives culture. Specific measures include consolidating enterprises's primary responsibility for safety in production, improving collaborative innovation systems, conducting research on key common technologies, accelerating digital transformation, optimizing regional production capacity layout, and strengthening product quality management.

The plan also deploys five special actions: an essential safety improvement action, a technology research action, a digital and intelligent transformation improvement action, a standards system development action, and a product quality improvement action. These actions are designed to implement the key tasks and drive systematic improvements across safety, innovation, digitalization, and product quality in the civil explosives industry. The plan further emphasizes strengthening organizational safeguards to ensure the smooth implementation of all tasks.
