MIIT Unveils 15th Five-Year Plan for ICT Sector, Accelerating National Integrated Computing Network

The Ministry of Industry and Information Technology has issued the 15th Five-Year Plan for the Development of the Information and Communication Technology Industry. The plan calls for raising the level of computing infrastructure development and accelerating the construction of a national integrated computing network. It proposes a multi-tier computing facility system spanning hubs, regions, and edge locations, with the orderly deployment of AI computing clusters of 10,000 cards and above, as well as clusters of 100,000 cards or more. Inference computing facilities will be deployed on demand according to application scenarios, with increased efforts to adapt domestic computing chips.

The plan also requires deepening automated monitoring of computing resources and matching supply with demand to improve utilization rates. It emphasizes strengthening research and application of key common technologies in computing, exploring forward-looking research on space-based computing technologies and ecosystem cultivation, and continuing to improve computing standards and evaluation systems. In addition, the plan calls for the in-depth implementation of the computing foundation-strengthening initiative.
