China Sets 2030 Target of RMB 1.4 Trillion for Safety and Emergency Equipment Sector
The Ministry of Industry and Information Technology and the Ministry of Emergency Management jointly issued a plan for the safety and emergency equipment industry through 2030, targeting an industrial scale of RMB 1.4 trillion in key fields, 10 competitive industrial clusters and 70 specialized parks. The sector has already surpassed RMB 1 trillion, but domestic production rates remain low for high-end sensors and industrial-grade control chips, while key materials and specialized robots still rely on imports.
The Ministry of Industry and Information Technology and the Ministry of Emergency Management have jointly issued the 15th Five-Year Plan for the Development of the Safety and Emergency Equipment Industry. The plan specifies that by 2030, the industrial scale in key fields should reach RMB 1.4 trillion, with 10 highly competitive industrial clusters and 70 specialized parks established.
Since the 14th Five-Year Plan period, the industrial scale of China's safety and emergency equipment in key fields has exceeded RMB 1 trillion, and an industrial system covering safety prevention, emergency response and emergency services has taken initial shape. At present, the domestic production rate of key components such as high-end sensors and industrial-grade control chips remains low, key materials including high-performance carbon fiber and flame-retardant waterproof composite materials still depend on imports, and the external dependence for special robots used in firefighting, mining and underwater rescue is relatively high. At the same time, problems such as poor alignment between production and demand and difficult market access for first-of-its-kind equipment persist, and a large number of innovative equipment face promotion bottlenecks due to a lack of validation in real-world scenarios.
The public safety governance model is shifting from a primary focus on post-incident rescue toward source-based risk control and moving the threshold forward, whereas traditional emergency equipment was mainly positioned for post-disaster rescue. In Enshi, Hubei province, a 5G plus BeiDou slope monitoring radar provides real-time millimeter-level displacement monitoring of unstable mountain bodies, and managers can view the entire area on a single screen through a mobile phone mini-program for geological hazard risk monitoring.
