State Post Bureau Issues 15th Five-Year Plan: 2030 Postal Revenue Target 2.4 Trillion Yuan, Express 270B Items

The State Post Bureau, together with multiple departments, officially released the 15th Five-Year Plan for Postal Development, which specifies 12 quantitative indicators and specific target values for the postal industry during the 15th Five-Year Plan period. The plan sets main indicators across five areas: scale and strength, service supply, network system, innovation development, and industry governance, and establishes development targets for 2030.

By 2030, total postal industry revenue will reach RMB 2.4 trillion, and total delivery volume will reach 290 billion items. Express delivery revenue will reach RMB 2 trillion, and express delivery volume will reach 270 billion items. The proportion of administrative villages receiving mail at least five times per week will reach 90%, and the 72-hour on-time delivery rate for express services in key areas will reach 88%. The number of countries and regions covered by the international express network will reach 110, and the proportion of administrative villages with comprehensive village-level delivery logistics service stations will reach 90%. The full automation rate of large-scale processing centers will reach 88%, and the green packaging usage rate of express companies will reach 80%.
