China's MIIT Issues AI Plus Software Action Plan Targeting 2028 and 2030 Upgrades

The Ministry of Industry and Information Technology recently issued the Action Plan for the Special Initiative on Artificial Intelligence Plus Software.

The plan calls for the software and information technology services industry to achieve a marked improvement in intelligence by 2028, cultivating a group of high-level intelligent programming tools and intelligent development platforms. Adoption is to cover 20,000 software enterprises above designated size, key software intelligent upgrading is to achieve notable results, and a cumulative total of 100 intelligent technical transformation projects for software enterprises is to be organized and implemented. New software forms represented by agent software are to emerge at an accelerated pace, with 100 benchmark agent-software applications built in key industries. Information technology services are to advance toward intelligence and higher value, forming a group of deep industry application solutions and typical scenarios. Positive progress is to be made in building open and collaborative open-source communities, with more than five quality open-source projects incubated.

By 2030, the integrated development of artificial intelligence with the software and information technology services industry is to reach a new level, and key software is to achieve comprehensive intelligent upgrading. New business formats such as intelligent programming, agent software, and intelligent services are to become new growth poles for the industry. A number of open-source communities and industrial clusters with international influence are to be built, driving the software and information technology services industry to seize the high ground in the global value chain.
