Dongguan Unveils AI Server Policy, Targets 500 Billion Yuan by 2030 with 100 Billion Yuan Computing Island

The plan targets the city's entire server industry chain output value to exceed 500 billion yuan by 2030, with 1-2 chain leaders worth 100 billion yuan and 3-5 backbone firms valued at 10 billion yuan. In 2026, Dongguan released "one policy, one island" at a server industry supply-demand matching event: the first dedicated AI server industrial policy, the "Implementation Plan for Promoting High-Quality Development of the AI Server Industry in Dongguan", and the core carrier "Dongguan Computing Power Island".

The plan anchors the core target of exceeding 500 billion yuan in output value of Dongguan's entire server industry chain by 2030. It specifies cultivating 1-2 chain-leading enterprises valued at 100 billion yuan each and 3-5 backbone enterprises valued at 10 billion yuan each, clustering a number of specialised and new supporting manufacturers in niche areas, and creating a complete industrial ecosystem covering "core components, complete machine manufacturing, system integration, computing power operations, and industry applications".

The Computing Power Island is the core fulcrum of Dongguan's "one island, multiple poles, full-region coordination" computing power layout. Over the next five years, Dongguan plans to invest 100 billion yuan to develop approximately 9,000 mu of space on the island. By 2030, it aims to become the core growth pole of the city's 500-billion-yuan AI server industrial cluster.

In April 2025, Dongguan clarified that artificial intelligence would be the key engine for advancing new quality productive forces. In December 2025, the Dongguan Municipal Committee established an innovation-oriented industrial development direction led by artificial intelligence. In May 2026, the "Overall Plan for Building Dongguan as a Global Smart Manufacturing Center (2026-2030)" was issued.

In 2025, Dongguan's server output approached 600,000 units, with the entire industry chain output value close to 100 billion yuan. One out of every ten servers in the country is produced in Dongguan. 95% of components are sourced within a "one-hour industrial circle".

The Computing Power Island is located in the geometric centre of the Guangdong-Hong Kong-Macao Greater Bay Area, reachable within 30 minutes to the main urban areas of Guangzhou and Shenzhen, and within one hour to the three major international airports of Guangzhou, Shenzhen, and Hong Kong. It boasts the golden coastline of the Lion Ocean and is adjacent to Dongguan Port. In Dongguan's computing power landscape, Songshan Lake focuses on chip research and development, Binhai Bay concentrates on intelligent computing, the Longfeng New Area lays out advanced packaging and testing, and towns such as Dongkeng and Qishi handle supporting manufacturing. Each sector collaborates around the Computing Power Island, forming a complete ecosystem of "one island, multiple poles, full-region coordination".
