Several European governments plan to press the European Union to use a trade-protection instrument to shield the chemicals and plastics industries from a surge in imports. Imports into these industries come mainly from China.

France and Italy plan to submit a broad application for import quotas, known as a safeguard measure, within weeks. The application mainly targets polyethylene terephthalate (PET), which is widely used in packaging, as well as the chemicals epoxy resin and glass fibre.
