The Hangzhou Institute of Optics and Precision Mechanics, located in Fuyang District, Hangzhou, Zhejiang Province, has gathered more than 40 national leading talents and incubated over 70 projects, of which more than 40 have been established in Fuyang. The institute has attracted over RMB 5 billion in social capital and cultivated more than 20 high-tech enterprises and over 10 above-scale enterprises, with the cumulative valuation of its incubated enterprises exceeding RMB 50 billion.
The institute has developed a "seed selection, seedling cultivation and grafting" incubation system that rigorously screens projects, requiring high technical barriers, strong industry pain points and substantial market demand. Acting as an "entrepreneurial partner," it provides professional, modular and customized incubation services while holding only a "minimum equity stake" to avoid interference. The institute also runs the Zhongke Shenguang Science and Technology Innovation CEO Training Class, investing RMB 3 million annually to help scientists strengthen their management, financing and sales capabilities.
Fuyang District has provided the institute with 78,000 square meters of incubator space, 120,000 square meters of accelerator space and an 89.4-mu industrial park, along with a series of talent policies covering housing, children's schooling and medical services. The institute has also built a "four-chain" ecosystem, linking local optoelectronics enterprises, connecting upstream and downstream market channels, and drawing on high-end academic events to pool expert resources.
