In 2025, Hangzhou's visual intelligence industry cluster achieved revenue exceeding RMB 1,003.54 billion, up 14.2% year on year, becoming the only national-level advanced manufacturing cluster led by Hangzhou. The cluster comprises over 1,200 enterprises above designated size and 76 listed companies. The China Vision Valley window park, covering 13.48 square kilometres, is the core carrier. Leading firms like Hikvision and Dahua are integrating AI into products, while the cluster advances innovation platforms and plans for 2026 include major project investments and a national innovation centre.

In 2025, the Hangzhou visual intelligence industry cluster achieved annual revenue exceeding RMB 1,003.54 billion, up 14.2% year on year, becoming the only national-level advanced manufacturing cluster led by Hangzhou as the lead city. The cluster comprises more than 1,200 enterprises above designated size and 76 listed companies. The "China Vision Valley" window park, located at the junction of Xiaoshan District and Binjiang District in Hangzhou, covers 13.48 square kilometres and serves as the core carrier of this industry cluster.

Hangzhou's visual intelligence industry is shifting from simple image capture to data generation and decision participation. At the Shining 3D exhibition hall, a blue-light scanner completes a full-surface scan of an aviation blade, and the screen can display whether the component is qualified, mark deviation positions, and feed data back to the design and manufacturing ends. 3D scanning transforms traditional point-based, contact measurement into full-size digital measurement, allowing direct comparison with CAD models at the design end. Products from leading enterprises such as Hikvision and Dahua Technology have also expanded from single camera devices to systems capable of judging and intervening in processes.

Construction of the "China Vision Valley" began in October 2022, and in November of the same year it was incorporated into a new round of overall cooperation agreement between the Ministry of Industry and Information Technology and Zhejiang Province. Its spatial layout adopts a model of "one park as the window, dual cores leading, four zones coordinating, and whole-region linkage," using the Hangzhou High-tech Zone (Binjiang) Xiaoshan Special Cooperation Park as the window, leveraging the complementary effects of Binjiang's R&D strengths and Xiaoshan's manufacturing space. In 2026, the "China Vision Valley" was included in Zhejiang Province's advanced manufacturing cluster brand cultivation list.

The special cooperation park has planned 3,389 mu of industrial land, revitalised 1,200 mu of land, and initiated construction of 1.2 million square metres of new space. It has attracted a cumulative total of 38 major industrial projects with total investment of RMB 30.4 billion. It has also cultivated 5 national-level "little giant" enterprises specialising in niche technologies and 19 provincial-level specialised and innovative enterprises. In the first half of 2026, the window park signed and landed 8 projects each with investment of over RMB 100 million, including Yongxie Technology's automotive and IoT industrial innovation centre, Bolli Global Group's mainland regional headquarters and aerospace components R&D and production base, and Mirui Technology's intelligent manufacturing project. There are 18 projects each with investment of over RMB 100 million under construction, with total investment of RMB 15 billion. The Huizhi Science and Technology Park, with a total construction area of about 400,000 square metres, has started investment negotiations ahead of schedule. The main structures of projects such as the "Vision Valley Window" industrial complex have been topped out, and construction of the "Chip-Machine Community" core carrier space has begun.

In terms of market share, Hikvision, Dahua Technology and Uniview together account for nearly 60% of the global digital security market. Hikvision has applied its "Guanlan" large model to online CT equipment, improving the efficiency of PCBA circuit board inspection by 80%. Another coal quality analysis device combines multi-dimensional perception with spectral models, compressing the original testing time of about 8 hours to within 2 minutes, and has been deployed in more than 100 units at central and state-owned energy enterprises. Dahua Technology has placed collaborative large and small models into its "Chiguang" camera. When encountering licence plates obscured by mud, snow or with incomplete characters, the device infers based on position, contour and visible information, with an accuracy rate exceeding 99%.

Scantech Technology listed on the STAR Market in January 2025. In the first three quarters of 2025, its R&D expenses accounted for 24.06% of revenue, compared with 17.76% in 2024. Its 570-gram SIMSCAN handheld scanner achieves an accuracy of 0.02 millimetres, and its service scope has expanded from industrial measurement to digitalisation of cultural relics. Ezviz, incubated by Hikvision, has introduced visual capabilities into the smart home sector. The listed companies have taken different paths, collectively reflecting that the supply chain, algorithm and engineering experience accumulated during the security era is being reorganised into new products.

Shining 3D was founded in 2004 and is currently in the second round of inquiry response for its listing review on the Beijing Stock Exchange. Its high-precision 3D measurement equipment can achieve a maximum accuracy of 4 micrometres, equivalent to one-tenth of the diameter of a human hair. Traditional contact measurement has limitations in feedback speed and information completeness when dealing with complex curved surfaces, flexible components and large-scale scenarios. 3D scanning can obtain full-size, full-surface data of components and directly compare it with CAD models at the design end. The company has participated in formulating a number of national metrology specifications, national standards and industry standards. In 2025, Shining 3D's revenue was RMB 1.575 billion, with R&D personnel accounting for about 40% of its employees and international markets contributing about 70% of revenue.

In terms of innovation platform construction, the local government is relying on the Visual Intelligence Innovation Center Co. , Ltd. to promote the creation of a national visual intelligence innovation centre, with 13 units having invested as shareholders. The innovation centre, together with the municipal level, has reported to the Ministry of Industry and Information Technology three times, and visual intelligence has been included in the construction field of the "15th Five-Year Plan National Manufacturing Innovation Center Field Layout (Draft for Comments)". The "China Vision Valley Xiaoshan-Binjiang Integration Special Team" is advancing the second-phase capital contribution of the China Vision Valley Industrial Fund and the establishment of the Xianghu Shichuang Industrial Fund. The Hangzhou Market Scenario Innovation Center plans to set up a sub-centre in the "China Vision Valley" to open up scenario resources from government departments and state-owned units to enterprises.

Key work priorities for the second half of the year include: attracting projects with total investment of RMB 5 billion or above (1 project), RMB 1 billion or above (6 projects), and RMB 100 million or above (17 or more projects) for the full year; advancing the creation of the national visual intelligence innovation centre; planning and building "Xiake Island" to work in coordination with Academician Island to form a "dual-island integration" science and innovation talent complex; the second "Xianghu Forum" will be held in the second half of the year, and the 11th "Maker China" Visual Intelligence Innovation and Entrepreneurship Competition will also be launched.
