Heilongjiang Governor Liang Huiling Chairs Aerospace Industry Meeting on 15th Five-Year Plan

On September 9, 2026, Liang Huiling, Governor of Heilongjiang Province and head of the provincial industrial revitalization leading group, chaired a scheduling meeting of the provincial aerospace industry task force. The meeting heard reports on the task force's work and studied and arranged next steps.

The meeting directed that a special 15th Five-Year Plan for Heilongjiang's aerospace industry be drafted promptly, with close alignment to the national special 15th Five-Year Plan and the provincial 15th Five-Year Plan. Major carriers and major projects should be studied and planned, highlighting the supporting role of a 100-billion-yuan industry and an emerging pillar industry.

The meeting proposed promoting steady growth of the aerospace industry, anchored on key directions such as the large aircraft industry, the low-altitude industry, and the space industry. It called for helping aerospace enterprises resolve difficulties in production and operations, encouraging enterprises to actively open up markets, and accelerating the large-scale promotion and application of new technologies, new products, and new scenarios to achieve stable growth in industrial scale.

The meeting directed that industrial innovation be led by scientific and technological innovation, emphasizing strategic, forward-looking, and pioneering qualities. It called for strengthening breakthroughs in frontier technologies and independent capacity building in the aerospace industry, accelerating the transformation and application of scientific and technological achievements, and fostering new quality productive forces. It also urged advancing intelligent transformation, digital transformation, and network connectivity, implementing an "artificial intelligence plus aerospace" initiative, and driving an overall upgrade of the aerospace industry's level.

The meeting also directed that industrial collaboration and supporting capacity be strengthened, that industrial chain investment promotion be vigorously carried out, and that the chain be further reinforced, supplemented, and extended. It called for building an industrial ecosystem with coordinated upstream and downstream development and enhancing the competitiveness of the aerospace industry. It also called for optimizing the industrial development environment, strengthening layout guidance, enhancing factor support, and promoting the safe and healthy development of the aerospace industry.
