Jiangsu Unveils AI+Transport Plan Targeting 2030 with 62 Use Cases

Jiangsu province on July 23 released its 'AI+Transport' implementation plan, aiming to build a high-quality development demonstration zone by 2030. The first batch of 62 application scenarios was announced. Jiangsu's highway network, carrying 7.2% of national traffic on 2.8% of mileage, targets 100 typical scenarios by 2027 and 20 vertical AI models. Transport investment totaled 1 trillion yuan during the 14th Five-Year Plan and is planned to exceed 1 trillion yuan in the 15th Five-Year Plan, with 240 billion yuan designated for 2026.

On July 23, a video roadshow was held at Xikang Hotel in Nanjing, Jiangsu, unveiling the province's 'AI+Transport' implementation plan and the first list of service providers. The plan aims to create a high-quality development demonstration zone for AI-integrated transportation by 2030. Jiangsu's highway network density ranks first in the country, with 2.8% of the national highway mileage carrying 7.2% of the traffic volume.

In June 2026, the Ministry of Transport, together with the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China State Railway Group, issued an action plan for 'AI+Transport' typical application scenarios, outlining a path from technological breakthroughs to scenario validation, industrial application, and system upgrading. Jiangsu had already introduced supportive policies in December 2025, aiming to establish 100 highly demonstrative typical application scenarios by 2027 and achieve a shift from point breakthroughs to widespread adoption by 2030. Jiangsu is the only province to set the 100-scenario target as a hard key performance indicator, supplemented by a resource pool of service providers and an industry alliance.

During the 14th Five-Year Plan period, Jiangsu invested 1 trillion yuan in transport infrastructure construction, 1.6 times the amount of the 13th Five-Year Plan period. For the 15th Five-Year Plan period, investment is planned to exceed 1 trillion yuan again, with a fixed-asset investment plan of 240 billion yuan for transport in 2026. The province's high-speed railway network reaches 2,594 kilometers, with a density ranking first among all provinces. Jiangsu has cultivated AI-driven industrial clusters in driving, equipment, and logistics. Three transport large models — from Yunmanman, T3 Chuxing, and Suzhou Haiguanjia Logistics — have completed registration under the national generative AI service filing system.

In specific applications, Jiangsu has achieved full-process AI quality control in the intelligent production of prefabricated beams. The Xitai Expressway Suzhou section command project was selected for the first batch of typical application scenarios. In Xuzhou, an intelligent monitoring system for ordinary national and provincial highway networks enables second-level identification and automatic alerts for road spills, illegal occupancy, and traffic accidents. In Changzhou, drones equipped with high-definition cameras and infrared thermal imaging are used for automatic road surface inspection. In Yangzhou, lightweight sensing devices are deployed at the road edge, combined with AI models to automatically diagnose road defects. In Suzhou, an AI decision agent for ordinary road pavement predicts issues and schedules maintenance in advance.

The list of scenarios includes 'phone+' cardless toll collection, second-approval for large cargo transport (100% intelligent approval for provincial items), 'one-code' full-chain traceability for dangerous cargo transport, an intelligent navigation system for new energy ships, and a pilot intelligent shipping route on the Beijing-Hangzhou Grand Canal. Jiangsu also plans to use AI for intelligent classification and dispatch of the '12328' hotline.

The roadshow presented three supporting measures: a trusted data space providing open access to data from rail, road, water, and air transport; token vouchers (computing power vouchers) via the provincial integrated computing power monitoring and scheduling platform to reduce computing costs for small and medium-sized enterprises; and an industry alliance led by Jiangsu Communications Holding as the chair unit, with over 60 core enterprises as initial members. The plan specifies the creation of one industry-level trusted data space and sets a target of 20 vertical models for industry applications. In January 2026, the Jiangsu provincial government issued an 'AI+' action plan, outlining the goal of building a strong province in artificial intelligence innovation.
