The 10-working-day public disclosure, which ran from July 27 to August 7, is a prerequisite for submitting the report for review. The halt stemmed from regulatory changes under the new Mineral Resources Law effective July 1, 2025, which classified lithium as a strategic mineral and shifted approval authority to the Ministry of Natural Resources. The mine must also adjust its development plan, pay mining rights fees, and pass environmental remediation checks before resuming operations.

Public disclosure of the mining project's environmental impact assessment (EIA) report and public participation statement was completed on August 7, 2026. The report will now be submitted for review.

According to the Measures for Public Participation in Environmental Impact Assessment, before submitting an EIA report to the ecological environment authority for approval, the construction unit must publish the full report and public participation statement on an online platform, with a public notice period of no less than 10 working days. The mine's EIA report was on public display from July 27 to August 7, exactly 10 working days.

The production halt was due to adjustments in mineral resource regulatory rules. After the new Mineral Resources Law took effect on July 1, 2025, lithium was classified as a strategic mineral, and approval authority was transferred to the Ministry of Natural Resources. The original classification of the mine as a ceramic clay (associated lithium) deposit no longer complied with the new regulations, requiring a change in the primary mineral type. Additionally, the development plan must be adjusted to meet comprehensive utilization requirements, mining rights transfer fees for the already-extracted lithium resources must be paid, and special acceptance checks for tailings treatment and ecological restoration must be passed.

The EIA approval is one of the legal prerequisites for resuming production at the Jianxiawo lithium mine. Currently, the EIA review has entered its final stage.
