Jinan Issues AI Plus Manufacturing Plan, Targeting 40 Industrial Models by 2028

Jinan's Industry and Information Technology Bureau, Science and Technology Bureau, and 11 other departments jointly issued the "Jinan Implementation of 'AI Plus Manufacturing' Action Plan (2026-2028)" to embed artificial intelligence across the entire manufacturing process, including research and development, production, pilot testing, services, and management. In August 2025, the State Council issued opinions on deepening the "AI Plus" action; in April 2026, the Ministry of Industry and Information Technology and the National Data Administration launched the 2026 "Model-Data Resonance" initiative.

In 2025, Jinan's industrial enterprises above designated size achieved operating revenue of RMB 1.0786 trillion, while the city's core AI industry scale reached RMB 64 billion, with more than 560 AI enterprises. As of June 2026, Jinan's total computing power reached 9,560.5P, of which intelligent computing accounted for 88.58%, ranking first in Shandong Province. Jinan hosts national pilot zones for AI innovation application, new-generation AI innovation development, industrial internet demonstration, and comprehensive data element testing.

According to the plan, by 2028, Jinan aims to develop more than 40 distinctive, high-level industrial large models and intelligent agents, promote over 30 typical AI application scenarios in the industrial sector, build at least three AI capability centers, and cultivate more than five Qilu "Model Power Spaces." The plan designates computing power, models, and data as three foundational supports, advancing along the technical path of "computing supply, model development, data governance, and application empowerment." To address fragmented factory data and the difficulty for model enterprises in obtaining real operating data, Jinan will compile data resource lists, cultivate "out-of-the-box" data corpus products, and explore an integrated mechanism covering "data collaboration, model training, application development, and security assurance."

The plan proposes leveraging large models' content generation capabilities in the R&D and design stage to achieve efficient transformation from ideas to design solutions. In the pilot testing stage, it will accelerate construction of the "Quanchengshi" manufacturing pilot public service platform and the national AI application pilot base (industrial software direction in manufacturing), promoting intelligent upgrades. In the production stage, enterprises will be guided to apply AI technology to upgrade manufacturing units, production lines, workshops, and factories.

Inspur Yunzhou Industrial Internet Co. , Ltd.' s intelligent agent for the coal chemical industry converted the operational experience of more than 20 veteran workers into 36,000 knowledge graph nodes, and launched applications such as a safety production supervision assistant and carbon black process optimization assistant, improving the quality pass rate of new products by 15%. Jinan has built 13 signature industrial chains and 34 key industrial chains, including aerospace and low-altitude economy and AI industry chains; the plan focuses on "13+34" chains for pioneering "AI Plus Manufacturing" application construction.
