Liaoning Party Chief Urges CNPC to Expand Oil and Clean Energy Cooperation; Chairman Pledges Stable Supply
Liaoning provincial party secretary Xu Kunlin and governor Wang Xinwei met CNPC chairman Dai Houliang in Shenyang on August 13, urging the state energy major to broaden its strategic footprint in the province and deepen photovoltaic and wind power cooperation. Xu promised a first-class business environment with all-round factor guarantees. Dai responded that CNPC would stabilise oil and gas output at Liaohe Oilfield, integrate oil, gas, wind and solar development, and accelerate refining upgrades to support Liaoning's modern industrial system.
On August 13, Xu Kunlin, secretary of the Liaoning provincial party committee, and Wang Xinwei, the province's governor, met in Shenyang with Dai Houliang, party group secretary and chairman of China National Petroleum Corporation (CNPC). Xu said he hopes CNPC will further expand its strategic layout in Liaoning, speed up implementation of agreed cooperation items and bring relevant projects to construction and production as soon as possible. He urged CNPC to give full play to its role as a supply-chain leader, strengthen efforts on "cutting oil output in favour of chemicals" and "cutting oil output in favour of speciality products" initiatives, and drive coordinated development among companies across the industrial chain.
Xu called for deeper scientific and technological cooperation in the new-energy sector, with active planning of photovoltaic and wind power projects to help Liaoning build itself into a strong clean-energy province. Liaoning, he said, would continue to foster a first-class business environment, providing comprehensive factor assurances and full life-cycle services in a timely manner to support project construction and enterprise development.
Dai Houliang said CNPC would stabilise oil and gas production capacity at Liaohe Oilfield, steadily promote the integrated development of oil and gas with wind and solar energy, and accelerate the transformation and upgrading of refining and petrochemical enterprises in the province. The company would continue to enhance its capacity for safe and stable oil and gas supply, help Liaoning develop a modern industrial system, and make new contributions to safeguarding national energy security and advancing the province's comprehensive revitalisation.
