Guanggu AI Film and TV Content Creation Center Launches, Targets Local Story Monetization Barrier

The Guanggu AI Film and TV Content Creation Center has officially launched, jointly established by five parties including Guanggu Transportation Investment Group and local cultural and arts bodies. The center aims to break the dilemma of 'local stories monetized elsewhere' by leveraging AI technology. The Guanggu area hosts over 800 AI companies with a combined industry scale of Rmb 60 billion, and 385 cultural enterprises above designated size generated over Rmb 130 billion in revenue in 2025. However, less than 3% of the approximately 142,000 AI short dramas added monthly on Douyin have a strong original literary foundation. The center will address content gaps by connecting Hubei's rich online literature resources with AI production capabilities.

The Guanggu AI Film and TV Content Creation Center has recently commenced operations, built jointly by Guanggu Transportation Investment Group, the Hubei Provincial Federation of Literary and Art Circles, the Hubei Provincial Writers Association, the Publicity Department of the East Lake High-tech Zone Party Working Committee, and the Guanggu Artificial Intelligence Creative Technology Research Institute. The center leverages AI technology to restructure the digital content industry chain, aiming to break the bottleneck of 'local stories monetized elsewhere.'

Guanggu has formed an industrial agglomeration advantage in AI, with over 800 AI enterprises in the region and an industry scale exceeding Rmb 60 billion. It also has a complete computing power support system and a tiered computing power subsidy policy. The area hosts more than 80 animation and short drama enterprises, employing over 4,000 people. Companies such as Yihua Kaitian, Liangdian Shifen, and Taikong Animation possess industrial capabilities in 3D animation, CG special effects, and post-production. There are 385 cultural enterprises above designated size, with total revenue exceeding Rmb 130 billion in 2025, and over 10,000 AI comic works have been produced in the year. Universities including Hubei Institute of Fine Arts, Wuhan University, and Huazhong University of Science and Technology continue to supply art and technology talent.

The AI short drama market is expanding rapidly. Douyin adds approximately 142,000 AI short dramas each month, but less than 3% of them have a quality original literary foundation. Hubei province is rich in online literature resources. Local authors such as Mao Ni, Feiwo Sicun, and Zhi Zhi have produced original works that became hit TV series, including Qingyunian and Haishang Fanhua. However, a large amount of quality literary resources has not yet been adapted for film and TV. Currently, Guanggu enterprises mostly undertake outsourced animation and special effects projects for major platforms, positioning them in the middle of the industry chain without significant control over investment, project initiation, or distribution. The reserve of local original IP is insufficient, and a large number of Hubei online literature IPs flow to film and TV companies in Beijing, Shanghai, and Hangzhou.

The center will focus on addressing the content shortfall. The Hubei Provincial Writers Association will leverage its own writer resources to continuously supply the center with original literary works with potential for film and TV adaptation. The Hubei Provincial Federation of Literary and Art Circles will mobilize cultural figures, film directors, and intelligent technology experts to form a think tank, providing professional guidance for script polishing, and will host national-level intelligent film and TV creative brand competitions to accelerate the incubation of quality literary projects. In terms of capital and distribution, Guanggu and Hubei lack specialized venture capital funds for digital cultural creativity, animation, and AI film and TV. Content enterprises have no direct channel to national streaming platforms, and IP derivative development, brand licensing, and overseas distribution remain relatively weak.

Guanggu, with its core industrial combination of optoelectronics, computing power, AI, and 3D animation, is building an ecosystem that integrates policy support, original literature, intelligent technology empowerment, platform incubation, and commercial monetization through the collaborative efforts of the five founding parties.
