At the registration stage, basic thresholds are being set for developers' qualifications, financial strength, and past construction experience, and a deposit system is being explored, with construction commencement rules agreed with project developers to use economic levers to encourage prudent applications. At the execution level, a validity period management system is being implemented, with construction progress reported quarterly and precise control over each milestone, including commencement, installation, and grid connection commissioning.

When reallocating the recovered quotas, priority is given to companies with projects under construction, grid connection track records, and genuine investment history. A negative list has also been established, barring companies that have been cleaned out from re-applying within a specified period. As power market reform continues to deepen, plant returns depend on generation efficiency and operational capability, and the extensive development model of grabbing quotas is no longer viable.
