Beijing-Tianjin-Hebei Survey: Over 70% of Passengers Unaware of Overbooking Rights; Aviation Association

A joint survey by consumer associations in Beijing, Tianjin, and Hebei on air ticket overbooking awareness found strong consumer demand for air travel in the region, but a lack of understanding of passenger rights in overbooking scenarios. Over 70% of passengers were found to be unaware of their rights and confused about effective channels for seeking redress.

In practice, issues such as uneven enforcement of rules and unreasonable compensation standards are prominent. For example, when booking through official apps or platforms, passengers can often complete the process by simply checking a box stating they have read the overbooking rules, without actually reading them. The rules are lengthy and printed in small font, leading many passengers to skip the reading step and miss overbooking information.

The China Air Transport Association stated that to further guide airlines in standardizing overbooking handling and protecting passengers' right to know and choose, it is, under the guidance of the Civil Aviation Administration of China, organizing airlines to study and draft group standards for flight overbooking. These standards will focus on key areas such as overbooking disclosure and compensation plans. Market-based approaches are also being considered, including reverse auctions used by some foreign airlines, where compensation is gradually increased to find volunteers to give up their seats, or flexible fare mechanisms where passengers receive a discount at purchase but agree to be prioritized for rebooking in case of overbooking. The relevant rights and responsibilities must be clearly disclosed.
