Tianjin Unveils Robot Industry Plan Targeting 20 Billion Yuan Core Output by 2028

Tianjin has issued a 2026-2028 action plan to boost its intelligent robot industry, targeting core output value exceeding RMB 20 billion by the end of 2028. The plan sets a regional supporting rate of over 60% in the Beijing-Tianjin-Hebei area, average annual output growth exceeding 15%, and cultivation of more than three enterprises with output value above RMB 1 billion. It also aims to nurture 20 national-level specialized and sophisticated “little giant” enterprises, build 20 real-scene training spaces, and create more than 100 demonstration application scenarios.

Tianjin's industry and information technology authorities have issued the Tianjin Intelligent Robot Industry Innovation and Development Action Plan (2026-2028), which prioritizes the optimization of special-purpose robots and consolidates advantages in the distinctive “sea–land–air” segments. In the marine and underwater direction, the plan focuses on deep-sea exploration, underwater operations, and intelligent port loading and unloading robots. On land, it lays out deployments for oil and gas extraction, petrochemical plants, live-line power inspection, fire and rescue, and pipeline inspection robots. In the aerial direction, key developments include airport runway inspection robots and multi-scenario inspection aerial robots. The plan aims to comprehensively cover key application areas such as energy extraction, industrial maintenance, seaports and airports, and emergency rescue, while enhancing robots' capabilities in adapting to complex environments, intelligent decision-making, and autonomous operations. It also seeks to maintain the domestic leading position of key technologies in fields such as underwater robots and heavy-duty mobile robots. The plan proposes a gradient cultivation of enterprise entities, focusing on nurturing globally competitive leading intelligent robot companies and supporting the construction of a full-stack, self-developed technology system with ecological influence. It will provide precise services across the entire corporate life cycle—from startup, growth, to maturity—building a dual-helix gradient cultivation system that includes “innovative SMEs, specialized and sophisticated SMEs, national-level specialized and sophisticated ‘little giant’ enterprises, and manufacturing single-champion enterprises” along with “technology-based SMEs, national high-tech enterprises, and technology-leading enterprises. ” According to the development targets set in the plan, by the end of 2028, the city's intelligent robot industry will form a new dual-driven pattern of “technological innovation plus scenario traction. ” The regional matching rate in the Beijing-Tianjin-Hebei area will rise to more than 60%, average annual output growth will exceed 15%, and core output value will surpass RMB 20 billion. At that time, a full-link industrial ecology covering “research and development, manufacturing, application, and services” and a full-chain ecology of “decision-making and control, body, core components, and integration services” will be established. The plan also calls for building one intelligent robot innovation consortium and striving to establish one to two national-level innovation platforms. In addition, it sets out to tackle core technologies such as main control chips, operating systems, reducers, and servo motors for intelligent robots, form 20 technological products, cultivate more than three enterprises with output value exceeding RMB 1 billion each, and nurture 20 national-level specialized and sophisticated “little giant” enterprises. Furthermore, it will build the Tianjin Intelligent Robot Innovation Center, an intelligent robot agile manufacturing center, and a number of exhibition and experience centers, construct no fewer than 20 real-scene training spaces, and create more than 100 demonstration application scenarios in fields such as industrial manufacturing, special operations, and livelihood services.
