Two Bids for Kai Tak Smart Green Transport from MTR and SHKP-CRRC Consortium
Hong Kong's Kai Tak smart green collective transport system tender closed at midday today with two bids received, from MTR Corporation and a consortium pairing Sun Hung Kai Properties with CRRC's Hunan CRRC Zhixing Technology. The approximately 3.5-kilometre system will feature six elevated stations linking the Kai Tak Cruise Terminal and MTR's Kai Tak Station, targeting operation by 2031. The winning bidder will receive a 20-year franchise covering design, construction, operation and maintenance, plus property development rights on three plots totalling about 3.65 hectares at a nominal land premium.
The public tender for the Kai Tak smart green collective transport system contract closed at midday today, with the government receiving two bids. This is Hong Kong's first smart green collective transport system to be developed under the public tender and transit-oriented development model. Bidders must have experience in railway construction, public transport operation and property development, and be responsible for the design and construction of the system's infrastructure, while possessing the capacity to finance the project through property development. The government invited expressions of interest from local and overseas enterprises in August 2024 to gauge market interest, and launched the tender in October 2025.
MTR Corporation Chief Executive Officer Jacinda Lam revealed that MTR would submit a bid for the project. Sun Hung Kai Properties will also bid through its subsidiary Transport International Holdings, which owns Kowloon Motor Bus, in partnership with CRRC's Hunan CRRC Zhixing Technology Co. , Ltd. The project spans approximately 3.5 kilometres and proposes six elevated stations, with terminal stations connecting the Kai Tak Cruise Terminal and MTR's Kai Tak Station, targeting service commencement in 2031. The successful bidder will be granted a 20-year franchise covering the design, construction, operation and maintenance of the system. The government will grant property development rights on three plots totalling approximately 3.65 hectares at a nominal land premium as financial support.
