Two Ministries Unveil 15th Five-Year Plan for Safety Equipment, Targeting 1.4 Trillion Yuan by 2030
China's Ministry of Industry and Information Technology and Ministry of Emergency Management have released the 15th Five-Year Plan for the safety and emergency equipment industry. Targeting 2030, the plan expects key sector output to reach RMB 1.4 trillion, build 10 industrial clusters and 70 specialty parks, and achieve breakthroughs in core technologies. It outlines 15 tasks across innovation, application, industry nurturing, and ecosystem optimization, including promoting home emergency kits and AI-enabled upgrades. The industry exceeded RMB 1 trillion in 2025.
The Ministry of Industry and Information Technology and the Ministry of Emergency Management on Aug 13 publicly released the 15th Five-Year Plan for the Development of the Safety and Emergency Equipment Industry. The plan sets a goal that by 2030, the industry's scale, technological level, product quality, and depth and breadth of application will improve significantly, with the industry scale in key sectors reaching RMB 1.4 trillion. The plan stresses coordinating development and safety to provide industrial support for enhancing intrinsic safety levels and disaster prevention, mitigation, and relief capabilities.
By 2030, the plan aims to achieve breakthroughs in a batch of key core technologies, establish key application scenarios for safety and emergency equipment, further raise the deployment level of safety and emergency products for households and communities, and build 10 competitive industry clusters and 70 specialty parks for safety and emergency equipment, fostering a number of internationally competitive leading enterprises. Focusing on key links in industrial development, the plan details 15 specific tasks across four aspects: strengthening industrial innovation, promoting equipment application, cultivating and expanding industrial entities, and optimizing the industrial ecosystem. These tasks include expanding the promotion of home emergency kits and various key household safety and emergency products, urging leading enterprises to integrate industry chain resources, supporting safety and emergency equipment enterprises to upgrade through "AI+" empowerment, accelerating the formulation and implementation of a batch of key and urgently needed standards, and encouraging universities to strengthen discipline development in safety and emergency equipment. Additionally, the plan arranges five special columns covering key common technology research directions, emerging technology integration and innovation directions, key promotion areas and products, enterprise quality upgrading, and industrial clustering and layout.
Since the 14th Five-Year Plan period, China's safety and emergency equipment industry has developed rapidly, with the industry scale in key sectors exceeding RMB 1 trillion in 2025.
