For individuals with annual income below RMB 120,000, after benefiting from the RMB 60,000 basic deduction, the special deduction for the 'three insurances and one housing fund', and special additional deductions, they generally owe little or no tax. Over 70% of taxpayers owed no tax after the settlement. Among those who paid tax, more than 60% were subject to the 3% tax rate.
