Anhui Issues Digital Supply Chain Plan, Targeting 50 Leading Firms by 2028

The General Office of the Anhui Provincial People's Government recently issued the Action Plan for Accelerating the Development of Digital and Intelligent Supply Chains in Anhui Province (2026-2028), proposing to accelerate the construction of a digital and intelligent supply chain system that is agile in response, highly coordinated, safe and reliable, promote systematic value restructuring and model innovation in supply chains, and enhance the resilience and competitiveness of industrial and supply chains.

The plan sets clear work targets: by 2028, cultivate about 50 provincial-level leading enterprises in digital and intelligent supply chains and 2 to 3 national-level leading enterprises; build more than 15 provincial-level digital and intelligent supply chain platforms and 2 to 3 platforms with strong influence at home and abroad; establish more than 10 provincial-level digital and intelligent supply chain clusters; and reduce the ratio of total social logistics costs to regional GDP by more than 0.5 percentage points compared with 2025.

The plan proposes promoting the digital and intelligent transformation of manufacturing, guiding leading enterprises to build smart factories, deepening the application of technologies such as artificial intelligence and the Internet of Things, and developing smart supply chains. It also supports the digital empowerment of small and medium-sized enterprises, facilitating their transition from digitalization of key links to intelligent transformation of the entire process. Chain-leader enterprises are encouraged to drive upstream and downstream enterprises in digital and intelligent transformation, build digital and intelligent management platforms, and achieve integrated, collaborative and visualized supply chain operations.
