China Development Bank (CDB) on September 2 disbursed RMB460 million under its 2026 new-type policy financial instrument to the first batch of three projects involving private investment and private capital participation. The funds will be used entirely to supplement project capital and support the construction of major projects. These projects represent the first batch to receive funding under the 2026 instrument, with the proceeds earmarked specifically for capital replenishment.
The new-type policy financial instrument was established by three policy banks—China Development Bank, the Export-Import Bank of China, and the Agricultural Development Bank of China—which raise funds through the issuance of financial bonds and other means. The instrument is dedicated to filling capital gaps in state strategic infrastructure projects and major projects in specific industries.
