Chengdu Aims for Service Sector Output Above RMB 2 Trillion by 2030

Chengdu held a citywide service industry conference on August 28, 2026, setting a target for the sector's value-added to grow over 5% annually and exceed RMB 2 trillion by 2030. The city will focus on 46 emerging tracks, including token services and the automotive aftermarket, while building a new spatial and industrial layout to become a national service industry benchmark.

On August 28, 2026, Chengdu held a citywide service industry conference, outlining plans to accelerate its development into a national benchmark city for the service sector. The conference set a target for the city's service industry value-added to grow at an average annual rate of over 5% and exceed RMB 2 trillion by 2030. The goal of "accelerating the construction of a national service industry highland" has been incorporated into Chengdu's 15th Five-Year Plan outline. Chengdu will implement an action plan to expand and improve the service industry and a program to cultivate modern services, promoting high-quality, efficient, and digitally intelligent development, and building the "Chengdu Service" brand.

In 2025, the national service industry value-added surpassed RMB 80 trillion. In the same year, Chengdu's service industry value-added reached RMB 1.73 trillion, ranking third among sub-provincial cities, accounting for nearly 70% of GDP, contributing over 70% to economic growth, and representing nearly 70% of tax revenue. During the 14th Five-Year Plan period, Chengdu's service industry scale crossed four hundred-billion-yuan thresholds, cultivating five hundred-billion-yuan producer service clusters, three hundred-billion-yuan consumer service clusters, and six hundred-billion-yuan districts and counties.

Earlier, Sichuan issued implementation opinions to further promote innovation and breakthroughs in the service industry, proposing that by 2030 the province's service industry value-added reach RMB 5 trillion, with producer services accounting for about 45% of the service industry. The "Chengdu 15th Five-Year Service Industry Development Plan (Draft for Public Comment)" further proposes that by 2030, the average annual growth rate of Chengdu's service industry value-added exceed 5%, with the scale surpassing RMB 2 trillion, producer services value-added accounting for over 55% of the service industry, and service retail sales reaching about 45% of total consumption, making the service industry the leading engine of the city's economic growth.

In terms of spatial layout, Chengdu will build a new service industry pattern of "one core leading, two zones expanding, three axes linking, and N points supporting." The "one core" includes Chengdu High-tech Zone, Jinjiang District, Qingyang District, Jinniu District, Wuhou District, and Chenghua District, supporting leading development in these areas, promoting the agglomeration of high-end services and high-value-added service segments, and enhancing their position and resource allocation capabilities in the national and global service economy network. The "two zones" include Sichuan Tianfu New Area and Chengdu Eastern New Area, supporting expanded development in these areas, with differentiated layouts of characteristic services, guiding the agglomeration of new business formats, models, and scenarios, and building new growth poles for the service industry.

According to the "Chengdu 15th Five-Year Service Industry Development Plan (Draft for Public Comment)", Chengdu will construct a new service industry system of "4+4+3+N". It will focus on developing four producer services: technology services, software and information, business services, and low-carbon environmental protection; four consumer services: specialty commerce, culture and sports tourism, health services, and resident services; and three supporting services: modern finance, modern logistics, and platform economy. At the same time, it will forward-layout 46 emerging service tracks, including token services and the automotive aftermarket, aiming to achieve more than 10 hundred-billion-yuan industry clusters and cultivate more "Chengdu Service" brands.
