China Plans Deeper Integration of Broadcasting and Online Audiovisual Services

On September 17, 2026, the State Council Information Office held a briefing in its "Starting the 15th Five-Year Plan" series, at which officials of the National Radio and Television Administration presented plans for accelerating high-quality development of broadcasting and online audiovisual services during the 15th Five-Year Plan period.

He Biao, deputy director of the National Radio and Television Administration, said that for the 15th Five-Year Plan period, the administration will actively promote deep integration and coordinated development of the two businesses of broadcasting and online audiovisual services, firmly grasp the three attributes of ideology, public services, and technology and industry, and coordinate the four service layers of broadcasting networks, IPTV, internet television, and the public internet.

He Biao said the administration will consolidate and upgrade broadcasting, innovate and develop online audiovisual services, and integrate and pool them to form a joint force, vigorously advancing two "pushes": enabling broadcast media to move fully into the main battlefield of the internet, and enabling broadcasting and audiovisual services to enter the main battlefield of economic and social development.
