China Unveils 2026-2030 Digital Village Action Plan With Eight Targets

The Cyberspace Administration of China, the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology jointly issued the Digital Village High-Quality Development Action Plan (2026-2030). It sets eight indicators, including rural internet penetration, the contribution rate of agricultural scientific and technological progress and national rural online retail sales, and outlines 24 measures across five areas. By 2030, digital village development is to achieve notable results.

The Cyberspace Administration of China, the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology have jointly issued the Digital Village High-Quality Development Action Plan (2026-2030), setting out the objectives, tasks and implementation path for advancing digital village development during the 15th Five-Year Plan period, accelerating the use of information technology to drive agricultural and rural modernization and promoting comprehensive rural revitalization.

At present, a new round of scientific and technological revolution and industrial transformation is developing rapidly, and rural production and lifestyles are undergoing profound changes. The Action Plan fully aligns with the objectives and requirements of the Digital Village Development Strategy Outline and sets out digital village development goals for the 15th Five-Year Plan period.

On qualitative objectives, the Action Plan proposes that by 2030 digital village development will have achieved notable results, new-type rural information infrastructure will be optimized and improved, the overall level of digitalization of rural industries, informatization of rural construction and smart rural governance will rise markedly, the sustainable development mechanism for digital villages will be more robust, and farmers will have a fuller sense of gain, happiness and security in sharing the fruits of informatization.
