China's ratio of total social logistics costs to GDP fell to 13.9% in 2025, dropping below 14% for the first time, a decline equivalent to more than RMB 100 billion in logistics cost savings by economic scale. The National Development and Reform Commission and the Ministry of Transport jointly issued a logistics network construction plan targeting a ratio of 13.1% by 2030, 0.8 percentage points below the end of the 14th Five-Year Plan period.

The National Development and Reform Commission and the Ministry of Transport recently jointly issued the Logistics Network Construction Implementation Plan, which proposes pushing the ratio of total social logistics costs to GDP down to 13.1% by 2030, a reduction of 0.8 percentage points from the end of the 14th Five-Year Plan period.
