Finance Ministry: Over RMB 2 Trillion in Bonds Awaiting Issuance in Second Half

Vice Finance Minister Liao Min said at a State Council Information Office press conference that more than RMB 2 trillion in local government special bonds and ultra-long special treasury bonds remain pending issuance and use in the second half of the year, a scale historically large for the period that will sustain policy intensity. The ministry will guide local governments in bond issuance, strengthen project preparation, and accelerate construction. It also outlined three priorities: accelerating fund use, expanding domestic demand, and strengthening fiscal reform and management.

Vice Finance Minister Liao Min said at a press conference held by the State Council Information Office that more than RMB 2 trillion in local government special bonds and ultra-long special treasury bonds remain to be issued and used in the second half of the year. This scale is also among the largest in the same period in history and can continue to maintain policy intensity. The ministry will promptly guide local governments in organizing bond issuance, strengthen pre-project preparation, and push projects to start construction as soon as possible to generate more physical workload.

The ministry clarified that it will continue to exert efforts in three aspects in the next steps: first, speeding up the use of funds; second, intensifying efforts to expand domestic demand; and third, strengthening fiscal reform and management.
