Google and DeepMind Launch DeepMind Institute to Focus on AGI Safety, Governance and Global Regulation
Google and its AI research unit Google DeepMind announced the creation of the DeepMind Institute, a global platform for cross-disciplinary dialogue on artificial general intelligence. Co-led by DeepMind co-founder and chief AGI scientist Shane Legg, it will examine AGI safety verification and control, equitable distribution of future productivity gains, and global regulatory dialogue, involving computer scientists, economists, legal experts, policymakers and civil society representatives.

The DeepMind Institute is jointly led by Shane Legg, co-founder of DeepMind and chief AGI scientist, among others. Legg took part in early efforts to define the concept of AGI and advocates building safety assessment and ethical frameworks alongside advances in computing power and algorithms. The institute will conduct cross-disciplinary research involving computer scientists, cognition experts, economists, social scientists, legal experts, policymakers and representatives of civil society organizations, with research covering systemic shocks related to superintelligence.
Its specific research and action agenda focuses on three areas. The first is AGI safety verification and control theory at the technical level, exploring mechanisms to address extreme safety scenarios such as autonomous agents deviating from intended behavior and alignment failures. The second is inclusive and equitable governance of frontier technology, studying how to ensure that the productivity and economic value created by future AGI are broadly shared by all of humanity rather than exacerbating geopolitical and class divides. The third is promoting a global regulatory dialogue, helping public decision-making bodies in various countries build governance baselines that balance technological innovation with risk prevention.
