Guangdong Leads 2026 H1 Local Fiscal Revenue at RMB742.1 Billion; Tibet Grows 37%
All 31 provincial-level regions published first-half 2026 general public budget revenue data. Guangdong ranked first with about RMB742.1 billion, up 2.8% year on year, slightly above the national local average of 2.7%. Eastern six provinces contributed about RMB3.2 trillion, or 47% of national local revenue. Tibet led growth at 37%, followed by Xinjiang at 10%. Twenty-eight provinces grew, while Liaoning, Guangxi, and Jiangxi declined.
All 31 provincial-level regions have published their general public budget revenue and expenditure data for the first half of 2026. Guangdong led the country with revenue of approximately RMB742.1 billion, up 2.8% year on year, slightly above the national local average growth of 2.7%. Guangdong has ranked first in fiscal revenue for 35 consecutive years and contributed over RMB1 trillion to central revenue in 2025.
Jiangsu and Zhejiang ranked second and third. Jiangsu's general public budget revenue reached RMB594.1 billion in the first half, up 1.8%, with tax revenue of RMB454.5 billion, up 3.4%, accounting for 76.5% of total revenue. Zhejiang's revenue was RMB555.124 billion, up 0.5%, with tax revenue of RMB445.233 billion, up 3.5%, accounting for 80.2% of total revenue; non-tax revenue fell 9.9%, dragging overall growth.
Shanghai and Shandong each recorded revenue above RMB400 billion, ranking fourth and fifth, with Beijing sixth. The six eastern provinces together generated about RMB3.2 trillion, approximately 47% of national local revenue. Sichuan ranked seventh with revenue above RMB300 billion. Hebei, Henan, Hubei, Fujian, and Anhui each exceeded RMB200 billion. Hunan, Shaanxi, Jiangxi, Liaoning, Inner Mongolia, Xinjiang, Chongqing, Tianjin, Guizhou, and Yunnan each surpassed RMB100 billion. The remaining provinces were below RMB100 billion, with Qinghai the smallest at RMB17.2 billion.
In terms of growth, Tibet led with approximately 37%, followed by Xinjiang at 10%. Gansu, Shaanxi, Beijing, Shanghai, Chongqing, and Qinghai all grew by more than 5%. Twenty-eight provinces recorded growth, while Liaoning, Guangxi, and Jiangxi saw revenue declines.
