The section was invested and built by a consortium led by Tiejian Investment, with survey and design by China Railway Fifth Survey and Design Institute, and construction by China Railway 14th Bureau Group, China Railway 24th Bureau Group, China Railway Construction Group, and China Railway Construction Electrification Bureau. Yuhuan thus ends its history of no railway and directly enters the high-speed rail era.

After opening, the fastest high-speed rail journey from Hangzhou to Yuhuan is 1 hour 47 minutes, and Taizhou city achieves railway access for every county. The operation of the Wenling-Yuhuan section further improves the railway network layout in Zhejiang's coastal region and enhances regional transportation connectivity.
