Hong Kong Unveils First Five-Year Economic and Social Development Plan for 2026-2030

On September 16, 2026, Hong Kong Chief Executive John Lee Ka-chiu published the Hong Kong Special Administrative Region's First Five-Year Plan for Economic and Social Development (2026-2030). The Hong Kong SAR government formally released the plan the same day. It is Hong Kong's first five-year plan.

The plan sets six major goals, covering new breakthroughs in economic development, continued improvement in international competitiveness and influence, accelerated and more effective construction of the Northern Metropolis, notable improvements in people's livelihoods, and major progress in integrating into and serving the country's overall development.
