Hong Kong Unveils First Five-Year Plan, Targets Greater Bay Area Cross-Border Low-Altitude Logistics

On 16 September 2026, Hong Kong Chief Executive John Lee Ka-chiu published the Hong Kong Special Administrative Region's first five-year plan for economic and social development, covering the period from 2026 to 2030.

Lee said the plan will promote the development of cross-border low-altitude logistics in the Guangdong-Hong Kong-Macao Greater Bay Area. It will make full use of the Greater Bay Area's industrial base and geographic advantages, and build on early exploratory experience gained through cooperation with neighbouring mainland cities in the Greater Bay Area.

The plan aims to connect the resource elements of the three places across the Greater Bay Area, expand application scenarios for cross-border low-altitude logistics, and accelerate the formation of an integrated, large-scale cross-border low-altitude logistics network covering the Greater Bay Area.
