Indonesia has completed its first sovereign panda bond issuance on China's interbank bond market, raising a total of RMB 7 billion. Indonesia's first sovereign panda bond has completed bookbuilding and final pricing, with a total issuance size of RMB 7 billion. The offering consists of RMB 5.6 billion in three-year notes at a coupon of 1.90% and RMB 1.4 billion in five-year notes at 2.19%. Bank of China served as lead underwriter and bookrunner, with ICBC, CITIC Securities, CICC, and DBS acting as joint lead underwriters. The issuance marks the first time a Southeast Asian sovereign has entered China's interbank RMB bond market.

Previously, Pakistan and Kazakhstan had issued their first sovereign panda bonds, Hungary has made multiple successful panda bond issuances, and Brazil has also filed a registration application. Indonesia's finance ministry said the issuance is a key step to reduce reliance on dollar-denominated external debt and diversify funding channels. With the government having opened a yuan-denominated sovereign financing channel, domestic commercial banks and non-financial enterprises are expected to participate in the panda bond market. Pakistan's finance ministry, meanwhile, regards its first panda bond as a core vehicle for deepening financial cooperation with China; the share of RMB settlement in bilateral trade between China and Pakistan, which stood in single digits five years ago, has now risen sharply.

Since 2025, the interest-rate differential window between China and the United States, coupled with dividends from domestic bond market institutional reforms, has driven the current wave of global sovereign bond issuance. As multiple sovereigns continue to enter China's interbank market, panda bonds will broaden the global use scenarios of the RMB and help build a more diversified and stable international monetary investment and financing system.
