Ministry: China Spent RMB 243.6 Billion on Civil Affairs in First Half of 2026
China's total civil affairs expenditure reached RMB 243.6 billion in the first six months of 2026, covering about 40 million urban and rural residents receiving subsistence allowances, the Ministry of Civil Affairs reported. The data also showed 4.9 million people in extreme poverty receiving relief, and over 12 million people with disabilities accessing living or nursing subsidies.
In the first half of 2026, China's total expenditure on civil affairs reached RMB 243.6 billion, according to data released by the Ministry of Civil Affairs. The figures showed that 5.892 million people in urban areas and 33.462 million people in rural areas received minimum subsistence allowances, while 4.937 million people in extreme poverty across both urban and rural areas received assistance and support. In addition, 12.027 million people received living subsidies for disabled persons in difficulty, and 16.871 million people received nursing subsidies for persons with severe disabilities.
