On August 25, the National Development and Reform Commission (NDRC) held a work meeting on the coordinated advancement of the "six networks", to study investment and financing mechanisms and supporting policies for them. The six networks comprise water networks, new-type power grids, computing power networks, next-generation communication networks, urban underground pipeline networks and logistics networks.

The meeting included dedicated discussions on improving diversified investment and financing models, with the aim of refining support policies in the fiscal, financial, investment and pricing areas on a category-by-category basis. It also sought to innovate policy tools and optimize policy combinations, with a view to establishing investment and financing mechanisms suited to different sectors and different types of engineering projects, and providing support for the early start of construction of major projects.

During the 2026 "Two Sessions" — the annual sessions of the National People's Congress and the Chinese People's Political Consultative Conference — NDRC Director Zheng Shanjie said that China would invest more than RMB 7 trillion in the "six networks" and other key areas in 2026. The meeting further clarified the specific direction of the investment and financing mechanisms, emphasizing that policy coordination and tool innovation would ensure funds are efficiently allocated to infrastructure construction. The advancement of this work will help enhance the overall efficiency and coordination of the infrastructure network.
