Published: Updated: By 24TopNews Editorial Desk

China's National Development and Reform Commission (NDRC) announced plans to accelerate the legislative process for an artificial intelligence law, aiming to establish a key institutional framework and provide a distinctive AI governance approach. As of the end of June 2026, the national AI computing power scale had reached 2.8 times that of the same period in 2025, with AI-related industries expanding by over 30%. The NDRC emphasized the need for risk monitoring and human-centered development. Additionally, estimates indicate that the computing network during the 15th Five-Year Plan period will attract RMB 4 trillion in direct investment.

A spokesperson for the National Development and Reform Commission (NDRC) stated that the agency will accelerate the legislative process for an artificial intelligence law, improve the key institutional framework, and strive to provide an AI governance plan that reflects Chinese characteristics and intelligence. As of the end of June 2026, the national intelligent computing power scale had reached 2.8 times that of the same period in 2025, with AI-related industries maintaining high growth of over 30%. The spokesperson emphasized the need to strengthen risk monitoring and prevention, adhere to AI development that is led by humans, used by humans, and for the good of humanity, and actively respond to the impact of AI on economic operations, employment distribution, and other areas. Additionally, relevant institutions estimate that during the 15th Five-Year Plan period, the computing network will add RMB 4 trillion in direct investment. The layout of the computing network requires strengthening overall planning and orderly construction to avoid a "rush to act blindly."

A deputy director general of the NDRC's Department of National Economic Comprehensive Affairs said that the current domestic economic operation still faces some difficulties and challenges, international environmental uncertainty remains relatively large, and obstacles exist in the transition between old and new growth drivers. However, the supporting conditions and basic trend of long-term economic improvement have not changed. The economic trend in the first half of the year has been steadily recovering. In April, affected by phased disturbances such as external shocks, major indicators declined, but they recovered in May and June, with both supply and demand indicators improving.
