New Growth Drivers Contribute 50.9% to Industrial Growth; High-Tech Investment Share Rises
The National Bureau of Statistics reported that new growth drivers contributed 50.9% to the growth of industrial enterprises above designated size in the first seven months, up 3 percentage points from the first half. High-tech and intellectual property product investment shares rose 1.2 and 2.1 percentage points year-on-year. The 'three new' economy accounted for 18.39% of GDP in 2025, up 1.9 points over the 14th Five-Year Plan period. Policy support and a Politburo meeting underscore the push for old-new growth driver conversion.
The National Bureau of Statistics released data on the national economic performance for July on the 17th. The data show that in the first seven months, new growth drivers contributed 50.9% to the growth of industrial enterprises above designated size, up 3 percentage points from the first half of the year.
Currently, global industrial competition is intensifying, trade protectionism continues to rise, and the domestic contradiction between strong supply and weak demand is relatively prominent. Against this backdrop, the contribution rate of new growth drivers to industrial growth has continued to rise, becoming an important support for the stable operation of the economy.
In terms of innovation, from January to July, the share of investment in high-tech industries and intellectual property products in total investment increased by 1.2 and 2.1 percentage points year-on-year, respectively, indicating that innovation investment continues to increase.
In terms of transformation, in 2025, the value added of the 'three new' economy, centered on new industries, new business formats, and new business models, accounted for 18.39% of GDP, showing a year-by-year upward trend, with a cumulative increase of 1.9 percentage points during the 14th Five-Year Plan period.
In terms of policy, policy measures including the 'two major' and 'two new' initiatives, 'artificial intelligence+', and the construction of the 'six networks' provide support for the development of various new growth drivers.
The meeting of the Political Bureau of the CPC Central Committee held on July 30 proposed accelerating the transformation of old and new growth drivers. Industrial transformation and upgrading and the conversion of old and new growth drivers still require time, and some fields face short-term difficulties.
