Nine Departments Issue 17 Measures to Boost China's Auto Aftermarket

China's Ministry of Commerce and eight other departments jointly issued 17 measures across six areas to boost auto aftermarket consumption. With 370 million vehicles on the road, the aftermarket covers maintenance, repairs, parts, modification, RV camping, motorsports, used-car trading, and scrapping. The modification market is valued at about 160 billion yuan. Measures include standardizing vehicle modification, with 16 legal items now open, and 61.7% of models at the Beijing auto show being modification-related. China's vehicle parc has reached 370 million units, and auto aftermarket consumption covers maintenance, repairs, parts, modification, RV camping, motorsports, used-car trading, and scrapping and recycling.

In the vehicle modification sector, industry standards and detailed regulatory rules were previously lacking. The measures propose establishing a compliant and standardized development path through tiered and category-based management, a clear compliance list, a dedicated standard system, and improvements to the industrial ecosystem including parts certification, talent training, and auto insurance support. Beijing's Chaoyang District and Tianjin have been designated as pilot areas for auto circulation and consumption reform. The China Association of Automobile Manufacturers released a technical specification guide for vehicle modification in 2025, opening 16 legal modification items covering appearance, wheels, and power optimization. At the Beijing auto show, modification-related models accounted for 61.7% of all vehicles on display.

For the RV camping industry, the measures focus on three key pain points: passage, landing, and supporting services. They unify toll collection rules and simplify the driver's license testing process. Land-use approval procedures for RV campsites are streamlined, and construction of campsites along scenic routes and near urban outskirts is encouraged. Campsites must provide maintenance and supplies, water and electricity, medical rescue, dining and accommodation, and other supporting services, while also optimizing signage and publishing boutique RV travel routes. When building or renovating public parking lots, cities may set aside dedicated RV parking spaces where conditions permit. A Beijing RV campsite currently hosts about 60 RVs per day and plans to expand to a scale of 100 to 200 yards.
